My Dear Howells—

The mail has just brought me an envelop addressed to me in General Grant’s handwriting, & enclosing an autograph note from the Secretary of State, worded as follows:

“Department of State,

Washington, Mch. 11/82

My Dear General—

You may inform Mr. Clemens that it is not our purpose to make a change in the Consulate at Toronto.

“Yours Very Truly

“Fredk T. Frelinghuysen

“Gen. U. S. Grant.”

This settles the matter—at least for some time to come—& permanently, I imagine. You see the General is a pretty prompt man.
